If you earn from employers or clients abroad and want a simple one-year UAE residence visa, get the remote work visa. The UAE government portal lists a USD 3,500 a month income floor for the federal version and USD 5,000 for Dubai’s own virtual working programme. If you want to invoice clients from the UAE, or stay for years, look at a freelance permit, a free zone company, or a Golden Visa. Whichever route you take, personal income tax is 0%, but business profits above AED 375,000 can be taxed at 9%.

In short:
- The UAE’s federal remote work visa lists a USD 3,500 a month income floor and Dubai’s own virtual working programme lists USD 5,000 a month, both for a one-year renewable residence visa.
- The UAE has no personal income tax, but business profits above AED 375,000 can be taxed at 9%, and freelancers fall in scope once UAE business turnover exceeds AED 1 million in a calendar year.
- A UAE Golden Visa through Dubai property needs at least AED 2 million in property, and Dubai’s Land Department route currently issues a 10-year visa.
Option 1: remote work visa (virtual working programme)
This is a self-sponsored, one-year residence visa for people employed by, or running, a company outside the UAE.
- Income: the official UAE portal (u.ae) lists USD 3,500 a month for the federal remote work visa. Dubai’s own virtual working programme lists USD 5,000 a month for employees, and an average of USD 5,000 a month for business owners. Older articles quote USD 3,500 for Dubai too. Check the figure on the portal you actually apply through.
- Duration: one year, renewable by applying again.
- Cost: the Dubai programme fee is USD 287 per person, plus UAE-valid health insurance and processing fees. A 2023 Gulf News walkthrough totalled about USD 611 including medical and Emirates ID, so treat that as a rough guide.
- Documents: passport valid for 6+ months, UAE health insurance, a one-year employment contract plus your last payslip and 3 months of bank statements. Business owners need proof they’ve owned the company for at least a year, plus 3 months of company bank statements.
- Where: Dubai applications have gone through the GDRFA (Dubai residency directorate) online portal.
- Family: dependants can be sponsored.
Good for: remote employees and owners of foreign companies who want UAE residency, an Emirates ID and a local bank account without setting up a business.
Not for: anyone who wants UAE clients or a UAE trade licence. You can’t work for local employers on this visa.
Option 2: freelance permit
A freelance permit or licence lets you trade under your own name and usually comes with a residence visa. There are three broad routes:
- Free zone freelance permits: tied to a specific activity list. A 2026 comparison puts year-one costs at roughly AED 14,000–20,000 in the premium Dubai zones and AED 5,800–8,500 in budget zones, including licence, 2-year visa, medical, Emirates ID and insurance.
- Mainland freelance licences (federal, via MoHRE): valid across the emirates. Year-one costs in Abu Dhabi are reported at about AED 8,000–14,500.
- Green Visa (self-sponsored, 5 years): for established freelancers. Requirements reported: a bachelor’s degree and freelance income of about AED 360,000 a year over the previous two years.
Good for: consultants and creatives who invoice UAE or international clients and don’t need a full company.
Option 3: free zone company
Setting up a company, usually in a free zone, gets you a trade licence, a visa quota for yourself and later for staff, and a corporate bank account. It’s the natural choice once you have partners, employees, or a business that needs a UAE entity to contract with clients. Costs vary widely by free zone and package, so compare the actual quotes. Watch the corporate tax rules below: free zone companies have their own regime and conditions.
Option 4: Golden Visa
The Golden Visa is a 5 to 10-year residence visa with no sponsor, and it covers family. The routes most relevant here:
- Property: at least AED 2 million in Dubai property. Dubai’s Land Department route currently issues a 10-year visa, and mortgaged or off-plan property can count at its certified value. Reported DLD fee is about AED 10,000.
- Investors, entrepreneurs, and exceptional talent (executives, specialists, creatives, PhD holders): these categories are on u.ae, each with its own evidence requirements.
Good for: people who’ve already decided the UAE is their base and want to stop renewing every year.
Tax: what 0% actually means
- Personal income tax: there is none on individual income. Salaries and personal investment income are outside corporate tax.
- Corporate tax: 0% on taxable income up to AED 375,000, and 9% above that. Freelancers and sole traders count as natural persons doing business. They fall in scope once business turnover in the UAE exceeds AED 1 million in a calendar year.
- Small business relief: if your revenue is below AED 3 million, you can elect to be treated as having no taxable income. It originally covered tax periods ending on or before 31 December 2026. A Ministerial Decision reported in August 2026 extends it to 31 December 2029 with the same AED 3 million threshold; confirm on the Ministry of Finance site. Free zone entities can’t use it.
- VAT: registration is mandatory at AED 375,000 of turnover.
Tax residency certificate
Having a UAE visa doesn’t make you tax resident for your home country’s purposes. You need to meet the UAE’s own tests, which have applied since 1 March 2023 (Cabinet Decision 85 of 2022). You’re a UAE tax resident if any of these applies:
- Your usual or primary place of residence and your centre of financial and personal interests are in the UAE; or
- You’re physically present 183 days or more in a consecutive 12-month period; or
- You’re present 90 days or more in a 12-month period, and you’re a UAE/GCC national or hold a valid UAE residence permit, and you either have a permanent residence in the UAE or work or run a business there.
The 90-day test is the one nomads use. It only works if you really have a home or business in the UAE, and your home country may still have its own residency rules that override this.
